The Orange County Sheriff’s Department has issued updated ERRCS/BDA implementation guidelines for 2025 and is notifying property representatives when buildings are not compliant with the 800 MHz Countywide Coordinated Communications System.

ERRCS / BDA Services for Orange County Buildings
ERRCS, also called ERCES or BDA, is the emergency responder radio coverage system that allows firefighters, police, and other public safety personnel to communicate inside your building. What Orange County Building Owners Need to Know for 2025
Coverage Requirements
ERRCS/BDA systems must provide reliable public safety radio coverage throughout the building, including critical areas such as stairwells, elevator areas, fire command centers, pump rooms, and other AHJ-designated spaces.
Annual Testing Is Required
Building owners are responsible for maintaining annual inspection reports and approval documentation. Reports must be filed properly after successful testing.
Older BDA Systems May Be End-of-Life
Orange County guidance states that BDA systems 10 years or older from installation are considered end-of-life and may need replacement or upgrades to meet current standards.
Remote Monitoring Has Changed
Legacy auto-dialer and POTS-line monitoring is being phased out. Current requirements call for active Ethernet connectivity and approved remote monitoring.
Did You Receive an ERRCS Non-Compliance Letter?

OCSD’s non-compliance notice states that approval to operate is not granted until required conditions are corrected, including a current annual inspection report, compliance with Orange County specifications, and installation of active Ethernet with Response Linq monitoring where required.

What is ERRCS or BDA?
ERRCS stands for Emergency Responder Radio Communication System. BDA stands for Bi-Directional Amplifier. The system amplifies and distributes public safety radio signals inside a building so first responders can communicate during an emergency.
Is ERRCS required in Orange County?
If radio coverage inside the building is inadequate, the building owner may be responsible for installing and maintaining a compliant ERRCS/BDA system under applicable fire, building, FCC, NFPA, and local requirements.
How often does an ERRCS system need to be tested?
Annual testing and documentation are generally required to maintain compliance and approval to operate. Building owners should keep reports onsite and provide required documentation to the AHJ and OCSD/COMM as applicable.
What happens if my building is non-compliant?
Non-compliance can delay approvals, create inspection issues, and may put operational authorization or occupancy permits at risk. If you received a notice, schedule a compliance review as soon as possible.
